This ceremony is coordinated by Elgin's New Citizen Recognition Committee-a group of community volunteers including representatives from Centro de información, City of Elgin, Chinese Mutual Aid Association, Elgin Community College, Elgin History Museum, Gail Borden Public Library, Literacy connection and YWCA Elgin.
